The Global Secretariat for Skills, Talent, Leadership & Workforce is a public-impact platform for international cooperation, evidence, convening and investment alignment across skills development, talent mobility, leadership capability, workforce transformation and sustainable livelihoods.
Economies are short of the skills they need while millions of capable people are short of the opportunities they are ready for. Qualifications do not travel. Recognition is slow. Employers and education systems negotiate through intermediaries rather than with each other. Public investment in skills is rarely measured against delivery.
GSTLW exists to close that gap institutionally: with evidence that can be argued with, convening that produces written commitments, financing that is separated by purpose, and an implementation ladder that reaches from a national ministry to a global compact.
The Secretariat is in its founding activation phase. The figures below are stated Year 1–3 targets on the Foundation's governance activation gates, not achieved results. Delivered results are published on the Impact page as they are verified.

Fund governance: the Global Skills Endowment Fund is governed under PUFF-USA (public benefit). The Global Skills Enterprise Fund is governed through PCA Group or an appropriately authorised investment vehicle — never through the Secretariat. Accelera 1000 is a platform brand only; contracts issue through approved legal entities. Commercial services are delivered separately through approved ecosystem partners (Paraklete Institute / PCA Group). All references to UN and multilateral participation are aspirational and subject to those institutions' own priorities and approval processes.
GSTLW is the institutional home of Skills and Talent Diplomacy. GSLI supplies the evidence, the GSEF Twin Funds align capital, the Global Week creates the compacts, APLIS coordinates regional implementation, and NPMTI translates cooperation into national project maturity and transformation.
