The Global Secretariat for Skills, Talent, Leadership & Workforce is a public-impact platform for international cooperation, evidence, convening and investment alignment across skills development, talent mobility, leadership capability, workforce transformation and sustainable livelihoods.

History

Why the Secretariat was created

GSTLW was established within Power Up Futures Foundation to give the ecosystem's convening, policy and research work a single institutional home. Its founding premise is that skills cooperation fails less for lack of goodwill than for lack of standing machinery: no common evidence base, no place where governments, employers and universities negotiate together, and no public record of what was promised.

Purpose

GSTLW advances international cooperation across skills, talent, leadership and workforce transformation through diplomacy, evidence, convening, financing alignment and accountable partnerships.

Vision

A world in which capability is recognised wherever it was earned, and where skills, talent and leadership move to where they create shared prosperity.

Mission

To convene the institutions that shape skills and workforce outcomes, publish the evidence they need, align the financing that follows it, and hold the resulting commitments to public account.

Governance

How decisions are made

  • The PUFF-USA Board of Directors holds ultimate fiduciary and governance authority.
  • The Secretariat leadership team holds operational responsibility for convening, research and partnerships.
  • An Advisory Council of policy, research, employer, university and youth and women's network representatives advises on agenda and methodology.
  • Working groups hold time-boxed mandates with a named chair, a written question and a required output.
  • Activation gates: the full policy and fund mandate opens on Years 2–3 governance decisions of the Board, not on announcements.
Leadership & Advisory Council

Named appointments are published as they are confirmed by the Board. Positions currently open for nomination include Advisory Council members, working-group chairs and regional focal points aligned to the APLIS forum regions. Nominations are accepted through the Contact page.

Who governs GSTLW?

Is GSTLW a company, a fund or a training provider?
No. GSTLW is a global public-impact convening, partnership, research and policy platform. It is not a commercial company, consulting firm, investment fund, training provider or event company.
How is commercial activity kept separate?
Commercial services — assessment delivery, verification operations, platform licensing and executive education — are delivered separately through approved ecosystem partners (Paraklete Institute / PCA Group) and are never presented as Secretariat activities.
Why is the name written as GSTLW rather than 'GSTLW Global Secretariat'?
GSTLW already contains 'Global Secretariat'. The correct forms are GSTLW, the full formal name, or the lockup 'GSTLW — the Global Secretariat for Skills, Talent, Leadership & Workforce'.
How is GSTLW funded?
Through philanthropic contributions to PUFF-USA, institutional partnership contributions, sponsorship of the Global Week, and grants for specific research and country programmes. Charitable and commercial funds are never pooled or reported as one number.
What is the Global Skills Endowment Fund?
The public-good financing instrument, governed under PUFF-USA: scholarships, inclusion, mobility-access support, recognition initiatives and research.
What is the Global Skills Enterprise Fund?
The enterprise and economic-growth financing instrument, governed through PCA Group or an appropriately authorised investment vehicle — never through the Secretariat.
How does the partnership process work?
Enquiry → qualification conversation → written scope and governance note → partnership pathway placement (Knowledge Partner, Programme Partner, Country Collaboration, Regional Collaboration). Partnerships are documented before they are announced.
How is the Global Week structured?
One master convening brand: an Opening Global Plenary, seven tracks (A–G), the Global Skills and Talent Diplomacy Forum spanning the Plenary and Track G, the APLIS regional and national ladder, the Allocation Ceremony and a single Global Excellence Awards night.
Are there standalone summits outside the Global Week?
No. Every summit, forum, awards ceremony and congress is a track, sub-summit or regional forum of the Global Week. Year-round activations use the lockup '[Track Name] — on the Road to GSTLW Global Week'.
What is the difference between the Passport, CMP and CMP-Verified?
The Passport records capability. The Capability Maturity Profile (CMP) assesses capability. CMP-Verified™ confirms capability against defined evidence, methodology and quality-assurance requirements. The Capability Mobility Framework deploys capability.
What does NPMTI stand for?
NPMTI is the National Project Maturity & Transformation Initiative — an APLIS implementation programme, not a separate brand, entity or event.
Are UN and multilateral references confirmed?
No. All references to UN and multilateral participation are aspirational and subject to those institutions' own priorities and approval processes.

Country-level execution framework (maturity methodology, government engagement model, assessment and reporting mechanism). Never a separate brand, entity or event.

Fund governance: the Global Skills Endowment Fund is governed under PUFF-USA (public benefit). The Global Skills Enterprise Fund is governed through PCA Group or an appropriately authorised investment vehicle — never through the Secretariat. Accelera 1000 is a platform brand only; contracts issue through approved legal entities. Commercial services are delivered separately through approved ecosystem partners (Paraklete Institute / PCA Group). GSTLW is the institutional home of Skills and Talent Diplomacy. GSLI supplies the evidence, the GSEF Twin Funds align capital, the Global Week creates the compacts, APLIS coordinates regional implementation, and NPMTI translates cooperation into national project maturity and transformation.
